Matsui was born in Saitama Prefecture. He graduated from Saitama Sakae High School and Tokyo National University of the Arts, and was a student of Nobuya Sugawa. As a member of "MUSIC PLAYERS Okawari-dan, Quartet SPIRITUS and Tokyo Kosei Wind Orchestra, he has performed throughout Japan. In 2014, he participated in the world tour of the Tokyo Philharmonic Orchestra. He also received an invitation from Russia as part of the Quartet SPIRITUS, successfully performing with the Moscow State Academic Chamber Choir in Moscow. Okawari-dan's long-standing travelling concerts to special-needs schools were highly acclaimed and contributed to the performance organiser, Mitsubishi Estate Co. Ltd., winning the Mecenat Grand Prize at the Mecenat Awards 2017. Matsui passed the Tokyo Bunka Kaikan audition. He won 3rd place at the 8th National Japan Classical Music Competition, and placed 5th at the 22nd Japan Wind and Percussion Competition. Matsui is a Lecturer at Tokyo University of the Arts and Senzoku Gakuen School of Music, and is an exclusive instructor at Buffet Crampon Japan. He is a registered artist with the Japan Foundation for Regional Art-Activities. So far he has released CDs such as SCENE, THE QUARTET, Spiritus Collection Spring/Summer, Autumn/Winter, THE QUARTET II (Quartet SPIRITUS), and Ultraman on Brass 1, 2 (Kagaku Tokusou-tai Brass Band Club).
